The petitioner sought a writ of mandamus to treat his service as regular from 2004 or from 29.07.2005, arguing that the delay in regular promotion affected his eligibility for further promotion to Superintendent Engineer. The respondents opposed, contending that the ad-hoc promotion did not confer a right to regularisation from that date. The court, after hearing arguments, dismissed the petition, holding that the petitioner was not entitled to have his promotion antedated.
