Subsequently, respondent No.3 was promoted based on seniority. The petitioner argued that since he was more meritorious, he should be considered senior. The court, however, held that seniority is determined by the date of joining, not merit ranking. The petitioner joined later and thus cannot claim seniority over respondent No.3. The court dismissed the writ petition, upholding the seniority list and promotion order.
