The petitioner, Akshay Santosh Gandhi, filed a writ petition challenging an order dated 28 March 2014 passed by the Scheduled Tribe Certificate Scrutiny Committee, Solapur Division, which invalidated his caste certificate issued on 5 July 2012 by the Special Social Officer, Madha, Kurduwadi, certifying him as belonging to the 'Gujjar' caste (OBC). The petitioner claimed that his father, uncle, grandfather, and other paternal relatives had school records reflecting the 'Gujjar' caste. The Committee, however, rejected the certificate without properly considering these documents. The petitioner sought quashing of the impugned order and a direction to issue a validity certificate, along with interim protection against cancellation of his admission to Seth Govindji Raoji Ayurvedic College. The High Court examined the Committee's order and found that it failed to apply its mind to the relevant evidence, particularly the school records of the petitioner's relatives. The Court held that the Committee's decision was arbitrary and not based on proper reasoning. Consequently, the Court quashed the impugned order and directed the Committee to reconsider the matter afresh, giving due weight to the documentary evidence and providing an opportunity of hearing to the petitioner.
