The petitioner, Shri Sitakant S. Dubhashi, claimed to be a noted freedom fighter who participated in the liberation movement of Goa, Daman and Diu Phase II (1954-55) and was recognized by the Government of Goa with an identity card. In 2008, he was felicitated by the then Governor of Goa.
