The appellant, Sri Abdul Khaleel, was elected as President (Adhyaksha) of Kamasamudram Grama Panchayat on 15 July 2015. In December 2018, a no-confidence motion was moved against him under sub-section (2) of Section 49 of the Karnataka Gram Swaraj and Panchayat Raj Act, 1993. The appellant filed a writ petition before the High Court of Karnataka challenging the motion, which was dismissed by the learned Single Judge on 1 February 2019. Aggrieved, the appellant filed the present writ appeal under Section 4 of the Karnataka High Court Act.
