The petitioner, Krishna Dhakhu Pilernekar, contested the election for Village Panchayat, Merces from Ward No.8 against a seat reserved for OBC candidates. Respondent No.4, Assis J. Fernandes, also contested as a candidate belonging to the Kharvi Community based on a provisional caste certificate issued by respondent No.3 on 11.04.2012.
