The petitioner, Kalpana Saroj Shukla, a law student and fashion designer, filed a criminal writ petition before the Bombay High Court seeking further investigation into her complaint (C.C. The facts alleged are that on 11th May 2009, she alerted Anti-Narcotic Cell officer Mr. Shelar about one Noorjahan Sayed Gani selling narcotic substances. The court noted that the allegations of police misconduct, including filing false FIRs and custodial torture, are serious and require a thorough inquiry. The court directed the Commissioner of Police, Mumbai, to get further investigation conducted by a senior officer not below the rank of Deputy Commissioner of Police, and to submit a report to the Magistrate within three months.
