At this stage, we are of the view that, the ends of justice would be met, if the direction is issued to the Director to decide the representation made by petitioners within a period of 4 weeks from today, after hearing the petitioners and by passing an order with reasons.
However, admittedly, no election has been announced and hence we do not consider it necessary at this stage to pass any order.
