The original petitioner, Sk. Abdulla, was an Assistant Teacher in the Municipal School at Darwha. He claimed that he was senior to one Sarafraj Ahmad, who was promoted to Headmaster on 01.07.1996. Sk. Abdulla filed a revision before the Additional Commissioner, Amravati, who by order dated 17.02.2001 set aside the resolution of the Municipal Council promoting Sarafraj Ahmad and directed the Chief Officer to promote Sk.
