The petitioner, Mohammed Mussaviruddin Mohammed Naziruddin, was a headmaster at Dr. Zakir Hussain High School, Sailu, run by respondent No.3, Parbhani Education Society. He submitted a voluntary retirement application on 15.05.2019, allegedly under threat from the management, and was relieved on 31.07.2019. In January 2021, he approached the management for reinstatement, which was accepted w.e.f. 04.01.2021. The management forwarded a proposal to the Education Officer (Secondary), Zilla Parishad, Parbhani (respondent No.2) for approval of the reinstatement. By order dated 30.04.2021, the Education Officer declined to grant approval. The petitioner filed a writ petition challenging this order, seeking quashing of the order and direction to grant approval.
