The petitioner contended that Chinna Karuppa Thevar did not own the land and had only signed as a witness to a sale deed conveying lands to the Board. The petitioner submitted a representation in March 2022 and a reminder on 27 June 2024. The Tahsildar of Thirupparankundram Taluk, in a communication dated 8 November 2023 to the District Collector, recommended the release sought by the petitioner. The Commissioner of Land Reforms had not passed any order on the representation. The court, noting that the petitioner merely sought the issuance of a writ of mandamus, found it sufficient to direct the first respondent to consider the application and the Tahsildar's report and pass final orders within a period of twelve weeks from the date of receipt of a copy of the order. The writ petition was disposed of with this direction, and no costs were ordered.
