Consequently, he submitted a representation seeking an alternative free house site in the same survey number. The learned Special Government Pleader, on instructions, submitted that the property situated within the Kovilramapuram Panchayat is classified as 'Kalam Poramboke' (a term used for water catchment or tank bed area) and therefore the request for an alternative free house site cannot be considered. The court, after hearing both sides and perusing the materials, held that since the land is classified as 'Kalam Poramboke', it is reserved for public purpose and cannot be assigned for residential use. Accordingly, the court found the writ petition devoid of merits and dismissed it. No costs were awarded.
