Despite this circular, the respondents did not include the Academy's course as an eligible qualification in the recruitment process. The court held that the circular was binding and the respondents could not reject the petitioners' candidature on the ground of lack of qualification. The court quashed the impugned communication and directed the respondents to include the petitioners' names in the select list and issue appointment orders within four weeks.
