However, the Deputy Director neither took any decision on the proposal nor communicated any reasons, keeping it in abeyance. Feeling aggrieved by this inaction, the petitioner filed a writ petition seeking directions to Respondent No.4 to grant Shalarth Identity and include his name in the Shalarth System. The court, considering the nature of the relief, heard and disposed of the petition finally by consent. The court noted that the petitioner's appointment had already been approved and the proposal for Shalarth Identity was pending before Respondent No.4.
