He was born on 17th July 1938 and appointed on 21st November 1961, confirmed on 31st December 1965. The petitioner challenged this communication, claiming he was entitled to continue till 60 years based on a Government Resolution dated 27th October 1994 that raised the retirement age to 60 years. The court examined the resolution and found that it was issued by the General Administration Department and was applicable only to government servants, not to employees of Zilla Parishad, which is a separate legal entity.
