Ratio Decidendi
Under Section 19-IAA of the Bombay Provincial Municipal Corporation Act, 1949, the Leader of Opposition must be the leader of the party in opposition having the greatest numerical strength. The Mayor's role is ministerial, not discretionary, in recognizing such leader. Therefore, the Mayor's recognition of a leader from a smaller opposition party is invalid.
