The Petitioner, Uttam R. Patil, filed a Writ Petition under Articles 226 and 227 of the Constitution of India seeking a direction against Respondent No.3, the Joint Director of Higher Education, to accord regular approval with effect from 1st July, 1992 for his appointment as full-time lecturer in Marathi at N.K. Upon reinstatement, the Petitioner sent papers for approval of his appointment, but approval was granted only on a year-to-year basis, and no regular approval was given. The Court considered the issue of whether the Petitioner is entitled to regular approval from the date of initial appointment. The Court held that the selection relates back to the initial appointment on 1st July, 1992, and the Petitioner is entitled to regular approval from that date.
