The Education Officer (respondent No.5) approved the proposal on 13.12.2018 and forwarded it to the Deputy Director of Education (respondent No.4) on 10.05.2019. The Deputy Director pointed out deficiencies on 04.11.2019, which were complied with by the Education Officer on 18.11.2019, but no decision was taken thereafter. The petitioner sought a writ of mandamus directing the Deputy Director to allot Shalarth ID and release salary arrears. The court, relying on Nilesh Namdev Patil v.
