After rendering eleven years of continuous part-time service, respondent No.6 granted up-gradation to a full-time post of Assistant Teacher under Government Resolutions dated 31.01.2001 and 10.06.2005. The Education Officer (respondent No.5) approved the proposal on 13.12.2018 and forwarded it to the Deputy Director of Education (respondent No.4) on 10.05.2019. The Deputy Director pointed out deficiencies on 04.11.2019, which were complied with by the Education Officer on 18.11.2019, but no decision was taken on allotting a Shalarth ID to the petitioner. The petitioner filed a writ petition seeking directions to the Deputy Director to allot the Shalarth ID. The court held that after approval by the Education Officer, allotment of Shalarth ID is a ministerial act and the Deputy Director cannot refuse to enter the name in Shalarth Pranali.
