The petitioner deposited the amount and submitted documents including a caste certificate dated 08-08-1994 and a caste validity certificate. However, by the impugned communication, he was found ineligible on the ground that 'Caste Certificate prior to date of application not submitted'. The court noted that the petitioner had submitted a caste validity certificate dated 08-08-1994, which was prior to the date of application (25-12-2018). The court observed that the requirement of submitting a caste certificate prior to the date of application was substantially complied with as the caste validity certificate was issued long before the application date. The court held that the impugned communication was unsustainable and quashed and set it aside. The petition was allowed, and the respondents were directed to consider the petitioner's candidature for the dealership in accordance with law.
