The petitioner, Mahesh Sharadrao Deshmukh, was serving as an Assistant Professor at Vasantrao Naik Marathawada Krishi Vidyapeeth, Parbhani, an Agricultural University established under the Maharashtra Agricultural Universities Act, 1983.
