Procedural History

A notification under Section 4(1) of the Land Acquisition Act, 1894 was published on November 4, 1997 (as per judgment text). The Land Acquisition Collector made an award under Section 11 on October 28, 1981, fixing compensation at Rs. 30,000 per acre. Respondents filed an application under Section 18, and the Additional District Judge by award dated April 6, 1985 enhanced compensation to Rs. 18 per square yard. Respondents initiated execution on October 12, 1992. The District Judge (executing court) by order dated July 18, 1992 awarded additional amount under Section 23(1-A) and enhanced interest under Section 28 at 9% per annum for the first year and 15% per annum thereafter. Appellant filed a civil revision, which the High Court dismissed on January 21, 1993. Appellant then filed an appeal by special leave, and the Supreme Court allowed the appeal on April 30, 1996.
